** Shares of apparel retailer J.Jill  JILL.N  rise 5.6% to
$26.12 premarket
    ** Q4 rev up 1.4% at $149.4 mln from yr earlier
    ** Net income rises to $4.8 mln from $1 mln yr earlier
    ** For FY24, co expects net sales to be flat to up in the
low-single digits, net store count growth of up to five stores
    ** Co sees Q1 net sales to be up in low- to mid-single
digits
    ** Up to Tuesday's close, stock down 4% YTD vs. 4% rise in
2023
