** Shares of balloon maker  CTIB.O  fall 20 pct to $3.19; on
pace for their biggest pct drop in over 8 yrs 
    ** Posts bigger Q3 loss per share, lower revenue
    ** CTIB, which also makes airtight pouches and packaging
films, is the 3rd biggest pct loser among U.S. stocks 
    ** Says Q3 is usually its weakest quarter and that revenue
was hurt by decline in sales of balloons, candy blossoms and

    ** Maintains 2018 forecast; says evaluating impact of
recently imposed tariffs and has already raised prices
    ** CTIB had planned to raise at least $7.5 mln through a
subscription rights offering, which it has deferred due to
