Dec 28 (Reuters) - Metallvarden i Sverige publ AB  METV.NGM : 
    * Proposes rights issue guaranteed to more than 90 pct 
    * Expects, assuming full subscription, proceeds of about 13.8 million Swedish crowns ($1.6 
million) before issue costs 
    * Enters into agreement for sale of up to 2,000 tonnes dabs (recycled aluminum) in 2016
